A. ESTABLISHMENT OF VAN HO DISTRICT, SON LA PROVINCE
Van Ho district was established under Resolution No. 72/NQ-CP dated June 10, 2013 of the Government, on adjusting the administrative boundaries of Moc Chau district, establishing Van Ho district in Son La province, with a total area Natural area: 97,984 hectares. Including 14 communes with 115 villages and sub-areas (after merger) (including 01 border commune, Tan Xuan commune; 03 communes of region I Van Ho, Chieng Khoa, To Mua; 10 communes of region III Xuan Nha, Chieng Xuan, Long Luang, Chieng Yen, Muong Mem, Suoi Bang, Song Khua, Lien Hoa, Quang Minh, Muong Te), with administrative boundaries bordering the Eastern district bordering Mai Chau district, Hoa Binh province; The West borders Moc Chau district, Son La province; The South borders Muong Lat and Quan Hoa districts, Thanh Hoa province and Sop Bau district, Hua Phan province, Lao PDR; The North borders Phu Yen district, Son La province and Da Bac district, Hoa Binh province.

Van Ho district has a significant geographical location, being a particularly important gateway to Son La province and the Northwestern mountainous region. The district center is 130 kms southeast of Son La city, 170 kms from Hanoi capital. To the Northwest, there is National Highway 6 which is the lifeline of the Northwest region connecting the key economic region of the Northern Delta - Hanoi with the Northwest provinces of Vietnam and the Northern provinces of Laos.

With a cool climate all year round, the average air temperature per year is about 18.5oC to 25oC, the average rainfall per year is about 1,560 mm, the average air humidity is over 85%, the district's terrain is inclined in the Southwest - Northeast direction, creating the main flow direction for rivers and streams in the area and dividing them into different sub-regions. Located on a limestone plateau with an average altitude of 800 - 1,050m, with a very cool climate proper to develop unique products such as tea, pine forests, dairy cows..., it is considered as one of the extremely valuable resort areas, not inferior to Sa Pa, Tam Dao, Ba Vi or Da Lat... With 6 ethnic groups living and developing together (following these percentages: Kinh ethnic group: 10%; Thai ethnic group: 40%; Muong ethnic group: 20%; Dao ethnic group: 7.5%; Mong ethnic group: 22.5%; Tay ethnic group: 0.01%), it is an area with a diversity of ethnic minority cultural identities expressed through aspects of cuisine, costumes, arts, customs and practices.

The division of Moc Chau district to establish a new district of Van Ho in Son La province, will create conditions and opportunities for both districts to develop socio-economic development, ensure security and defense, and contribute to successful implementation. the cause of innovation and promoting industrialization in a mountainous province in general and Son La province in particular.

B. NATURAL RESOURCES
1. Land resources
- In Van Ho district, there are the following main soil groups:
+ Red-yellow Feralit soil group on rocky mountain (F4): 25,965 ha, accounting for 26.5% of the total natural land area, mainly distributed in communes along the Da River.
+ Brown soil group on limestone (FQV): 548 ha, accounting for 0.56% of the total natural land area, mainly distributed in Van Ho and Xuan Nha communes.
+ Red-yellow soil group transformed by rice cultivation: 421 ha, accounting for 0.43% of the total natural land area, mainly distributed in Chieng Khoa, Xuan Nha, and Van Ho commune.
+ Red-yellow humus soil group on the mountain (FHO): 47,620 ha, accounting for 48.6% of the total natural land area, distributed mainly in communes along the Da River and along National Highway 6.
+ Other land 23,430 ha, accounting for 23.91% of the total natural land area.
+ Other land accounts for 23,430 hectares, 23.91% of the total natural land area.
Most of the soils in Van Ho have a fairly thick soil layer, medium to heavy mechanical composition, humus and nutrients from medium to good, low acidity, less exchangeable bases and easily digestible substances. In particular, in Van Ho commune in Moc Chau plateau, there are some good soils such as: Red-yellow humus Feralit soil on clay, red-yellow humus Feralit soil on limestone, which are very suitable for growing specialty crops such as: Tea, fruit trees (peach, plum, pear ...), and temperate vegetables ... favorable for forming large-scale, concentrated commodity production areas with diverse structures.

2. Climate and hydrology

2.1. Climate
Van Ho district is located in the tropical monsoon climate zone, with cold and dry winter for some communes along the Da River and humid winter for communes along Highway 6. With highland villages, cool and humid summer and heavy rain. The average annual air temperature is about 18.5oC, the average annual rainfall is about 1,560 mm. The average air humidity is 85%.

Van Ho district is divided into two climate zones:

- The cold and cool climate zone includes communes along Highway 6 and highland border communes such as Van Ho, Long Luong, To Mua and some highland villages... The climate is suitable for developing temperate crops and livestock such as agricultural crops, industrial crops, fruit trees, temperate vegetables; raising large livestock, especially dairy cows, beef cattle and developing eco-tourism.

- The hot and humid climate zone includes communes along the Da River, which is favorable for the development of food crops such as rice, corn, annual industrial crops (soybeans, cotton), the development of large-scale livestock farming for meat, and fish farming in cages on the river. However, in recent years, the weather has become more severe, such as drought, frost, tornadoes and hail appearing many times, causing great damage to production and affecting people's lives.

2.2. Hydrology

Van Ho district is located on a limestone plateau, with very limited surface water resources. In the district, there is the Da River belonging to the Hoa Binh hydroelectric reservoir area, flowing through 4 communes with a length of 35 km. The main streams include: Khua, Da Mai, Tai, Giang, Muc, So Vin, Dau.. with large slopes, so there are many advantages for developing medium and small hydroelectricity, combined with irrigation in the communes of Tan Xuan, Chieng Khoa, To Mua and Chieng Yen.

3. Forest resources, vegetation and fauna

The forest resources of Van Ho district are quite rich, with many rare and valuable animal and plant genetic resources of high value for scientific research, gene conservation and future ecotourism, concentrated in the Xuan Nha special-use forest area with about 456 plant species belonging to 4 branches with precious woods distributed throughout the area such as: Green cypress, pine, acacia, ... and 48 species of wild animals belonging to 19 families of 8 orders with animals such as: Bears, muntjac, wild boars ...

4. Water Resources

- Surface water: This is an important source of water for production and daily life of the people, especially in the dry season. Surface water is mainly rainwater stored in ponds, reservoirs, canals, fields and river systems. However, surface water is unevenly distributed in both time and space, water is abundant in the rainy season and depleted in the dry season, most of the water surface of rivers and streams is lower than the cultivated land and residential areas, so it limits the ability to exploit and use in production and daily life. The quality of the water source is relatively clean. However, due to the impact of environmental pollution from residential areas, agricultural processing sites, ..., most streams become places for waste accumulation, water quality in downstream areas is significantly reduced, badly affecting production and daily life of the people.

- Groundwater: The district's groundwater resources are currently not fully explored and surveyed. However, in reality, the accumulation of the Hoa Binh hydroelectric reservoir has caused cracks and cave systems below 115ms in Van Ho district to become active again, pushing the groundwater level higher. In the remaining areas, groundwater has been exploited relatively effectively by the people for daily life. In recent years, due to the reduction of vegetation cover, groundwater resources have also decreased significantly, and some areas have had dry wells in the dry season. Therefore, to ensure enough water for the people's lives in the area, it is necessary to pay attention to using measures to reserve surface water and rainwater in the dry season such as: building dams, building water tanks, etc, combined with measures to protect and plant forests in upstream areas.

5. Other resources.

5.1. Mineral resources

- Coal: In Suoi Bang commune, with coal seams stretching about 5 kms, reserves of about 2.4 million tons of the fat coal served for coking coal production.

- Rare land is found in Hua Pu village - Muong Te commune.

- Talc powder is available in Ta Phu, Lien Hoa commune with the following substances: MgO: 24.31%, Cao: 0.39%, SiO2: 63.2%. With reserves of about 2.3 million tons, it can be exploited to serve domestic consumption and export.

In addition, Van Ho also has limestone, sand and gravel resources concentrated in the communes of Van Ho, Long Luong, Xuan Nha, To Mua, Lien Hoa... and clay with relatively large reserves allowing the development of brick, tile and construction material production in the communes of Van Ho, Long Luong, Chieng Khoa...

5.2. Humanities resources

Van Ho is a new district separated from Moc Chau district, an ancient land, formed and developed early in history, with many historical - cultural relics, scenic spots such as: Hang Mieng Temple (Quang Minh commune), Tang Me tomb cave (Suoi Bang commune), Co Doi Thuong Ngan temple (Song Khua commune), Bang Muong temple (Chieng Khoa commune), Moc Ha revolutionary base, Nang Tien waterfall (Chieng Khoa commune), Tat Nang waterfall (Chieng Yen commune).

In the district, there are many ethnic groups living together such as Thai, Kinh, Muong, Mong, Dao... each ethnic group has its own unique identity and traditional occupation. Thai and Muong ethnic groups have festivals and folk games such as: Con throwing festival, stick pushing, praying for harvest, Xen Muong, Xen Ban... associated with the crop season of the year.

The Mong ethnic group has cultural activities such as: Khen dance on traditional New Year's days in the cultural house yard of the villages. In addition, there are festivals showing strength and courage such as crossbow shooting, tu lu... The Mong people in Van Ho have a Spring festival with many folk games maintained, at the festivals the Khen dance is the most typical of the Mong people with many expressive movements.

The Dao ethnic group in Van Ho has dances associated with ceremonies such as: Naming ceremony for children, coming of age, marriage, blessing ceremony...

The Muong people are typical with folk songs such as: Hai Bong, Giao Duyen, Dang, Xuong...

The ethnic groups have a tradition of solidarity in struggle, production and cultural exchange, forming and developing a diverse, rich community culture with high humanity.

5.3. Landscape & Environment

Van Ho district has many advantages in natural conditions, many beautiful landscapes, fresh environment, and very favorable climate conditions for developing various types of tourism and services. Currently, the district has recognized historical relics and scenic spots that are valuable for exploitation in the form of eco-tourism such as: Tang Me Tomb Cave, Suoi Bang Commune (national historical - cultural relic recognized in 2014); De Hang Mieng, Quang Minh Commune (provincial historical - cultural relic recognized in 2018); Moc Ha Revolutionary Base (provincial historical - cultural relic in 06 communes of Chieng Khoa, Muong Men, To Mua, Song Khua, Quang Minh, Muong Tu recognized in 2007); Bang Muong Temple, Chieng Khoa Commune (provincial historical - cultural relic recognized in 2020); Tat Nang Waterfall, Chieng Yen Commune (provincial-level scenic relic, recognized in 2016); Nang Tien Waterfall, Chieng Khoa Commune (provincial-level scenic relic, recognized in 2018); In addition, in the district, there are a number of relics and scenic spots that have not been ranked such as: Na Bong Waterfall, Xuan Nha Commune...etc... cave systems such as: Pac Pa Cave, Hang Cave, Xuan Nha Commune...

C. ORGANIZATIONAL STRUCTURE

1. Leader of the District People's Committee

- In charge of the activities of: Internal Affairs Block (Internal Affairs Department, Justice Department, District Police, District Military Command, District Inspectorate; Traffic Safety Steering Committee; People's Procuracy, People's Court, District Civil Judgment Enforcement Office, Chieng Son Border Guard Station, Finance.

- Planning, District Investment and Construction Project Management Board; Citizen Reception Board and steering committees, councils, working groups assigned as Heads. - Coordinate the activities of the District People's Committee with the Standing Committee of the District People's Council, the Standing Committee of the District Vietnam Fatherland Front Committee, the District People's Procuracy, the District People's Court and socio-political organizations of the district.

b) Vice Chairman of the District People's Committee in charge of the Economic Sector

- In charge of the activities of: Economic Block.
